Firstly I just wanted to say I thoroughly appreciate and enjoy the Interpreter blog, it's always quite thought provoking and rather often amusing.

But back on topic, I'm writing to point out there's a piece on the website of the Bulletin of the Atomic Scientists that raised a rather interesting question. Everyone is comfortable with nuclear security encompassing the physical security of nuclear material and, with a tad reluctance from some 'nuclear security experts', nuclear non-proliferation.

But given the broadening interpretations of 'security' in IR and in light of Chernobyl and now Fukushima, it does beg the question: should security (or at least 'nuclear security') be reinterpreted to include nuclear safety and safety in transporting of nuclear/radioactive materials, particularly when international waters/borders are involved'
