No, I don't suggest 'loaning out' the amphibious ships, just integrating other agencies into their operations right from the start. You could see it as extending the Joint Force Harrier concept pioneered by the Royal Navy, where Air Force aircraft and personnel were integrated into the Royal Navy's carrier air wings. Or as an extension of current Australian practice; obviously the army is very closely involved in amphibious operations, so why not add emergency services and aid agencies to the mix'
