Franz Litz, a Senior Fellow at the Washington think tank, the World Resources Institute, is in Australia thanks to the US State Department. My thanks to the US consulate in Sydney for putting me in touch with Franz for this interview.

As you can see from his bio page, Franz LitzĀ is very experienced in the design and implementation of carbon trading mechanisms among various American states, so he's well placed to talk about the impact carbon trading can have on smaller ecoomies like ours. But I started by asking for an update on America's federal cap & trade bill.
