I met Jeffrey Lewis (aka Arms Control Wonk) this morning in a Washington, DC Starbucks, where a staff member helpfully chose to empty the rubbish bin behind us just as we were conducting our interview. Still, the audio is OK and the content is great. Thanks Jeffrey.

Given China is such a hot topic in Australia just now, I began by asking whether China's nuclear strategy (about which Jeffrey has written a book) reflects either of the two schools of thought developing in Canberra about China's military: is China's nuclear deterrent essentially defensive, or part of an effort to increase its military influence in the region?

We also talked about Obama's arms control agenda, with Jeffrey arguing that the new US-Russia nuclear agreement promised by the end of the year is only a first step toward a more ambitious aim of reducing warhead numbers to below 1000 each.
