Last Wednesday the Lowy Institute scored a bit of a coup, with Brigadier Roger Noble, Director General of Special Operations Capability for the Australian Army, dropping by to give a speech. This secretive part of the defence establishment rarely makes public appearances, and you could tell, as the room was sprinkled with some of Australia's most senior foreign policy and national security journalists.
